Add localized sign error and patch-fix watch account icon

- Show localized error when any local participant cannot sign the transaction proposal.
- Patch-fix watch account icon: two candidate solutions in Account+Utils.swift, both need testing before merging. A clean fix requires significant refactoring (model/UI separation in legacy code, macaroonkit thread safety).

- Added sign button on the pending shared account's transaction overlay next to the ledger accounts.
